As one of the important links in the cultural and information space, the library business was no exception. The introduction of new technologies into the activities of libraries is mainly a result of external factors - informatization and integration of almost all areas of human society. In recent years, libraries in Tajikistan have been actively seeking to adapt to modern requirements, to transform their resources on the basis of new information technologies.The best gift for librarians and readers of the republic, no doubt, was the construction and commissioning of a new building of the National Library of Tajikistan on March 20, 2012 with the participation of the President of the Republic of Tajikistan EmomaliRahmon. This modern building embodies an open book and corresponds to all international standards and in Central Asia is one of the largest centers of library business, information service, bookkeeping and cultural life. With the aim of honoring national values and the rich cultural heritage of ancestors and perpetuating historical memory, busts of 22 great figures of science and culture of the Tajik people are located on the background of the building.There are 25 reading rooms with 1,500 places in the Library, 274 workstations for the readers, 312 for the staff, 3 exhibition rooms for the "Book Museum" with rare books and ancient manuscripts, a gallery of publications on various fields of knowledge and an exhibition "New books ", 9 conference halls for 1200 seats, one theater hall for 100 seats, 250 seats for the rest, and 558 seats in the dining room.According to the project, the building of the National Library of Tajikistan was built to keep10 million books and other sources of information. The building is equipped with modern engineering equipment for energy supply, heating and cooling, water supply and other services. If you look at the research, maintenance and storage of books in the National Library of Tajikistan, it becomes clear that this is not only a library, but also a center of science and education.In this palace, along with books, newspapers and magazines, other printed materials are kept, funds for electronic editions of works by composers and musicologists of Tajikistan and audiovisual documents fund reflecting the rich musical heritage of the Tajik people.Thus, we can turn the library into a center that becomes a source of national self-knowledge and preservation of historical and cultural memory for the new generation in the future.In the reading rooms, special conditions are created for receiving information, readers can use the Internet for free in electronic rooms, these halls have links to electronic libraries in a number of developed countries, and readers of the National Library can access and use library funds with whom they have agreements on cooperation.In accordance with the development strategy of the NLT, priority areas of its activities are:- creation of a common information space in the country;- satisfaction of information needs of domestic and foreign individuals and legal entities;- formation of a universal collection of documentary funds, storage, scientific processing, and ensuring their physical safety;- providing users with the most complete collection of domestic and scientifically significant foreign documents and other documents published in the Tajik language on the territory of Tajikistan and publications on Tajikistan, regardless of where they were published in all possible forms: traditional, electronic, sound, virtual;- The implementation of cooperation in the field of library activities with the societies of Tajiks operating outside the Republic of Tajikistan.An important direction of the NLT's work is, first of all, the acquisition of a fund of relevant literature on all branches of knowledge. The core of the acquisition policy is the formation of an archive of literature on Tajikistan. But, taking into account the reader's requests, we have very powerful scientific and educational literature in the collection of funds.Every year, the library receives an average of 25-30 thousand copies of publications from various sources of acquisition. The fund is replenished by subscription, purchase, obligatory copy, donation, international book exchange. The fund of the library is diverse in the fields of knowledge, fiction, political science, social sciences, jurisprudence, and foreign literature, scientific and technical literature - here is not the whole range of knowledge branches for which the library has appropriate sources.Another priority is the development of information library technologies and the formation of its own information resources. As for the development of full-text resources, we started a full-scale digitization of the library's fund. Nowadays, more than 300,000 full-text documents have been digitized, representing rare books, music, newspapers, etc.The NLT is a research center in the field of library science, bibliography, the history of the book and the introduction of new information technologies. Research work in the field of library science in Tajikistan has a rich history, the beginning of which can be considered the beginning of the 1970s. It was on the initiative of the State Library of the Tajik SSR. A. Firdausi (now the National Library of Tajikistan) for the first time on the national scale, "Book and reading in the life of Hissar villages", "Study of women's reading interests in high-mountainous conditions", "Issues of development of the Tajik national bibliography", "Development of the network of mass libraries of Tajikistan", "The Concept of the development of the National Library of Tajikistan", etc. In recent years, a study on the topic of "The National Library of Tajikistan: History, Formation and Development (1933-2013)" was conducted in the republic. According to its results, a thesis and a scientific monograph were prepared. Currently, the library publishes various bibliographic manuals of scientific, auxiliary and recommendatory nature. Annual calendars of Tajikistan's significant and memorable dates are widely used, as well as sociological research on the development of the public library network, the analysis of the attendance of readers of rural libraries, the development of the national bibliography, etc.Certainly, there are other areas of the NLT's activities, such as coordinating library activities at the national level, preserving and replenishing the rare books fund and interlibrary integration.The professional magazine "Librarianship" is published, where articles and information materials are printed, which reflect the library life of the republic.Today the NLT acts as the main intellectual and cultural center of the country. Nowadays, the total number of users is more than 150 thousand people.The NBT conducts an active cultural and educational activity: it organizes book exhibitions, reading conferences, meetings with famous figures of science, culture, education, literary evenings are held. Being a major center of the country, the NLT organizes over 130 events annually at the international and republican level. The "OpenDoorsDay" isheldtwiceayear.The high level of service and the use of modern technology in the library led to an increase in the number of domestic and foreign readers. Currently, the National Library of Tajikistan actively cooperates with more than 60 foreign organizations and institutions and more than 20 major libraries of foreign countries. The library cooperates with 28 countries of the world through international book exchange. Memorandums of cooperation operate between the National Library of Tajikistan and 10 foreign libraries.It can be noted that citizens, organizations and institutions of the country contributed to the enrichment of the funds of the National Library of Tajikistan. With their help, more than 2.5 million copies of books and publications were collected, as a result, the library's fund increased to 5.8 million books and more than 1 million copies of electronic resources. Under the direct initiative of the Leader of Nation, EmomaliRahmon, the collection of ancient manuscripts has increased and to date has reached 2,654 copies dating back to the 13th-19th centuries. This proves that our people appreciate and respect the ancient traditions of librarianship and reading books. The number of books increases daily due to obligatory copies and donations. At the request of the time, all the scientific, information and historical material associated with the Tajiks and Tajikistan against the backdrop of modern scientific achievements in librarianship and digital computer technologies will be streamlined and replenished and brought into line with the requirements of the state and society.The use of new information technologies in the experience of the National Library of Tajikistan created the necessary conditions conducive to the programmatic development of library services.The library has implemented a new automated library information system based on the library program "ALEPH", widely used in the world practice of libraries. This program consists of two parts. The first part of the Program is intended for library staff and contains 5 modules - replenishment, cataloging, continuous service, reader service through interlibrary loan, control and administrative, which are connected to workstations. The second part of the "Opak" program is intended for the reader, using which he uses the electronic catalog to find and order the necessary book. To bring the library-information system of the book-reader-reading system into correspondence with the new system of automation for the first time, the library of the National Library of Tajikistan was numbered through a barcode.The library has a local network. Specialized halls for access to electronic resources and full-text databases of dissertations, journals and educational literature have been opened.The electronic resources room provides users with electronic documents containing information, reference, educational and scientific materials. The main collection of the fund of the hall of electronic resources consists of CD, DVD and other optical compact discs. The complex of hall services includes free access to Internet resources and to full-text databases of the world's largest information centers.The electronic resources room is designed for 175 user places and all of them are automated. On automated workplaces, users can access online resources for free:- Electronic catalog and card files of the National Library of Tajikistan;- Electronic resources of the National Library of Tajikistan;- Electronic Library of the National Library of Tajikistan;- Centralized bank of legal information "lawinfo.kmt.tj".Users also have over 70 open access databases providing access to complex bibliographic and full-text databases on various fields of knowledge.Since early 2014, the site of the National Library of Tajikistan has been functioning www.kmt.tj, which highlights the news of the library business and more than 1,500 readers visit it every day.In addition to the availability of internal electronic funds, the library has access to electronic collections of the Electronic Dissertation Library of the Russian State Library.The first experience was acquired in the digitization of printed documents and on its basis the creation of a database of copies of rare manuscript books related to the history and culture of the republic, as well as Tajik newspapers and magazines of the early twentieth century such as "Bukhoroi Sharif" (1912-1913) "Oina" (1913-1915), "RohbariDonish" (1927-1932), "Shulayiinqilob" (1919-1921), "InqilobiMadani" (1930-1937) and "Baroiadabyoti Socialism" (1932-1941). The Bibliography program is developed and consists of two parts, the first part is intended for employees to manage and update the database, the second part provides users with the help of a search and retrieval device access to full-text materials of 45 republican newspapers and magazines.The NLT maintains a long-standing relationship with libraries around the world through international book exchange. At the moment, conducts international book exchange with libraries of 28 states. The work on the project "Golden Collection of Eurasia" was started. The library also participated in the development and implementation of the National Electronic Library of the CIS.Cooperation with national libraries of foreign countries is carried out within the framework of BAE and the Meeting of Directors of ECO member countries.The 4th Meeting of Directors of National Libraries of ECO Member Countries was held on the 27-29th of November, 2017 in Dushanbe, in which heads of national libraries of these countries participated. Traditionally, these meetings dealt with library matters on a global scale.Thanks to the financial support of the Interstate Humanitarian Cooperation Fund of the CIS member states, the virtual reading room of the Electronic Library of the Russian State Library opened in the NLT.The National Library cooperates with the largest libraries in the world, including the Russian State Library, the Library of Congress, the German State Library, the National Library of France, Poland, Hungary, Slovakia, Japan, Iran, Pakistan, Malaysia, National libraries of the CIS countries, etc.High level of service and use of modern technology in the Library led to an increase in the number of domestic and foreign readers. As a methodical center, the NLT develops methodological and normative materials, conducts work on the creation of electronic catalogs of libraries organized on the basis of mass libraries and uses innovative forms and methods to improve the qualifications of employees, as well as seminars on problems in the acquisition of funds, study of reader interests, marathons.The National Library of Tajikistan plays a dominant role among scientific-methodological and scientific-technical libraries as a center for scientific research, development of instructions, advanced training and retraining of library workers. Analysis of the situation, as well as the study of dynamics and prospects for the development of library and information technologies in combination with information and communication technologies, enables the National Library of Tajikistan to identify some key areas for the training and development of the system of professional qualification and retraining of library personnel.The following programs and training plans were developed by the Center for Advanced Training and Retraining Courses: "Improving the Qualifications of the National Library Staff", "Information and Library Activity", "Information and Library Activity" for Library Managers, "Information and Library Activity" for specialists "Learning computer knowledge "," Universal decimal classification ", etc. These courses were attended by more than 800 employees of the National Library and other libraries of the country. Students of the courses, after studying the educational courses and attestation, receive an education certificate that will allow them to continue their activities within their specialty.The National Library of Tajikistan, as its priority tasks, puts forward: entry into the global information space, the introduction and development of new technologies, the formation of a national collection of written and other documents that directly or indirectly relate to Tajikistan and provide broad access to this collection.
